TSM Corporation provides support to Naval Sea Systems Command (NAVSEA) PMS 398
in the conversion of four Trident submarines from Fleet Ballistic Missile
Submarines (SSBNs) to Guided Missile Submarines (SSGNs). TSM's conversion
function is led by Program Manager's Representative (PMR) for both Norfolk Naval
Shipyard and Puget Sound Naval Shipyard and supported by additional employees
involved in the modernization of these platforms.
SSGNs are tasked with land attack/strike warfare and Special Operations Forces (SOF)
support. The dual mission involves covert engagement with up to 154 Tomahawk
cruise missiles as well as clandestine insertion/extraction of SOF troops and equipment using Advanced SEAL Delivery System
(mini-submarine) or a Dry Deck Shelter in combination with a SEAL Delivery
Vehicle.
Elements of the conversion support effort include:
The PMR acts on behalf of the SSGN Shipyard Manager (PMS398) as the
on-site agent at the designated Naval Shipyard.
Assists Supervisor of Shipbuilding (SUPSHIP) Groton SSGN program office in
administering and monitoring of the SSGN conversion contract.
Represents PMS398 in meetings at the shipyard or contractor site to
facilitate discussion of issues and required actions related to the SSGN
conversion.
Acts on behalf of PMS398 to facilitate coordination of all parties involved
in the conversion to preclude delays and disruption in meeting significant SSGN
conversion schedule delays.
Resolves service support issues including planning, material
identification and staging support, special tools, test equipment, and
conversion materials.
Monitors work performance to ensure that the required parties are performing
in compliance with the conversion contract.
Provides technical, financial, and schedule reports to PMS398 and
SUPSHIP Groton SSGN program office.
Provides recommendations or direction regarding proposed new work changes.
Participates in all audits and critiques involving conversion work.
Compiles and reports lessons learned to PMS398.
Communicates with the PMR counterpart to ensure that lessons learned are
clearly communicated.
Provides inputs to PMS398 periodic reports to senior NAVSEA leadership.
