TSM Corporation is involved in the ongoing Base Realignment
and Closure (BRAC) 05 process with Major Commands (MAJCOMs).
For example, in New Orleans, LA at the Headquarters of the
Naval Reserve, one of our Senior BRAC Specialists is the
BRAC coordinator for the entire Naval Reserve. Encompassing
approximately 25% of the entire reporting activities for the
Department of the Navy, TSM Corporation performs a myriad of
process functions for the Naval Reserve. This includes the
development of detailed guidance to all 181 Naval Reserve
units throughout the United States, reviewing site-by-site
capacity and military value data, providing and discussing
the beneficial and detrimental effects upon the Naval
Reserve of various BRAC scenarios, conducting detailed
analyses, and providing ongoing liaison between the BRAC-responsible
Deputy Assistant Secretary of Navy, the Headquarters, Naval
Reserve, and the individual Navy Reserve Centers located in
all 50 States. To date this has involved the creation and
review of more than 1600 individual taskings within the
Department of the Navy BRAC Information Tracking System (DONBITS).
TSM is currently supporting NAVAIR in the development and
implementation of Fleet Readiness Centers as a part of
current BRAC scenarios.
This effort greatly expands the use of depot expertise and
selected capabilities at the warfighter’s sites.
A principal project is depot workload transitioning support
for closing and realigning depots. This support includes:

TSM uses Critical Chain Project
Management (CCPM) as the basis for planning and managing
BRAC events. We plan and execute each project using, but not
limited to, the following processes.
Bring the full power of
CCPM to bear across the entire organization so that
resources and workload can be managed with minimal
impact during relocation.
Develop a detailed
implementation plan using CCPM principles.
Develop a master
schedule for each base with subordinate schedules
supporting each dependent organization.
Structure CCPM package to
support shortest downtime for units being moved.
Train base and unit
personnel in relocation management using CCPM.
Conduct modeling of
critical chain events to confirm key variables.
Assist in
identification and leveraging capture of current
knowledge and skill base to minimize loss of capability.
Assist in matching critical
skill requirements with the available skills at receiving
site.
Assist in developing
processes necessary to conduct what-if studies to better
understand schedule impact of buffer degradation.
BRAC
EXECUTION
TSM Corporation is a seasoned practitioner in Base
Realignment and Closure (BRAC) processes. During previous
BRAC evolutions, TSM supported realignment or closure of 12
bases and relocation of impacted units and equipment
throughout the Continental United States and Hawaii.
Equipment relocation services for closing and realigning
bases included:
Technical data and
information capture, cataloging, and packaging.
Layout design to
reconfigure equipment footprint to fit new space.
Design and fabrication
of equipment modifications to support installation.
Software modification for
new operating environments and equipment changes.
Inventory of equipment,
ancillary devices, and spares.
Fabrication of new cables
to support changes in equipment layout.
Cable marking,
shielding, and grounding.
Safety for demolition and
construction, while rigging and moving equipment, and during
installation and testing.
Quality assurance
through rigorously applied quality control practices.
Preparation, packing,
crating, rigging, loading, and shipping.
Nonelectrostatic
packaging, cushioning, and thermal isolation.

Staffing and relocation support
was provided for transitional requirements to ensure
operations were continuous. This process involved:
Provided temporary
staffing for essential tasks while permanent staff
relocated.
Coordinated packing and
shipping of work-related furniture, equipment, files, and
supplies with staff member relocation to minimize downtime.
Receiving base facilities were
prepared by completing the following tasks:
Design and construction
of facility modifications to accommodate installation of
equipment.
Temporary building
modifications to facilitate ingress and egress.
Raised computer
flooring with fire suppression systems and liquid
sensors.
Installed support equipment
including solid-state power converters, hydraulic,
pneumatic, and HVAC systems.
Grounding systems for
sensitive electronic equipment.
Facility cleanup and
environmental inspections are a key part of the BRAC
process. Site closure was coordinated with Federal, state,
and local environmental agencies. Specific tasks included:
Conducted environmental
assessment in concert with Federal, state, and local
agencies to determine impact.
Obtained permits and
performed cleanup and removal of hazardous and contaminated
materials.
Obtained agency
sign-off for cleaned facilities and grounds.
Modified facilities to
ensure electrical and other utility systems were properly
terminated.
Placed safety barriers
and signage to ensure proper notice for equipment
footprint areas.
