TSM executes technical, logistical, and financial support
for a number of weapon systems in support of the Navy
Reserve. Supported weapons systems include F/A-18, C-130,
C-9, C-40, F-5, C-20, D,C-20G, E2-C, AH-1W, UH-1N, HH-60, and
H-3 aircraft. As part of this process, TSM conducts studies
and analyses in support of maintenance requirements for the
weapon systems of aircraft assigned to the Naval Air Reserve
Force (NANAIRESFOR).
The support process involves planning, implementation,
coordination, and management of Technical Advisors
encompassing all aircraft weapon systems and associated
support equipment under the NANAIRESFOR. A key
element in the overall management process is implementation
and administration of Technical Advisors at Naval Air
Station (NAS) Atlanta, GA,
NASJRB Ft. Worth, TX, NAS New Orleans, LA, Naval Air
Facility (NAF) Washington
DC and NAS Willow Grove, PA and
Commander Navy Reserve Forces (COMNAVRESFOR).
Each requirement generated by NANAIRESFOR
aviation activities is reviewed, analyzed, certified, and
satisfied through the local engineering staff. Advice,
counsel and instructions are provided to individual
technical advisors on administrative and operational
matters, which provides a communications continuum to ensure
that the best services are delivered. Within the overall
technical services process, TSM identifies training and
developmental needs of maintenance personnel located in
squadrons and subordinate detachments, and conducts informal
training sessions on a continuing basis for Selected
Reservists as part of the continuous improvement process.
To support each squadron’s flight schedule, TSM collaborates
on work problems and aircraft deployment schedules to
optimize aircraft readiness. By working closely with
NANAIRESFOR personnel to determine the level of effort
required and the degree of satisfaction with technical
services, a close relationship is maintained to facilitate
resolution of technical and personnel problems. TSM advises
the chain of command on problems involving work execution,
aircraft readiness issues, deployments and contractor
issues.
When appropriate, TSM personnel represent NANAIRESFOR at conferences conducted by
Naval Air Systems Command (NAVAIR), fleet commands
and training commands. TSM works in concert with NANAIRESFOR on Technical Advisor operations for the region
to determine which aircraft projects/programs should be
initiated, dropped, or curtailed and the number of man-years
to be devoted to a particular aircraft maintenance project.
As a key member of the NANAIRESFOR staff, TSM collaborates in developing long-range plans for
technical support and logistics for all aircraft programs.
Progress in meeting goals is constantly assessed by
evaluating budgetary expenditures. Recommendations and
supporting decisions are made affecting operating cost
without impairing overall operations. Advisory support is
provided to Government personnel concerning start up and
shut down cost of contracts.
